Google Scholar (for recent articles, Google Scholar provides a "cited by" link that provides the number of times the article has been cited and a list of the citing articles.

Web of Science (includes Science Citation Index Expanded™, Social Sciences Citation Index®, and the Arts & Humanities Citation Index®; you can search the combined databases or select an individual one.)
